The Public Health Department (PHD) is responsible for providing strategic direction and integrated advice on medical and public health issues to the project sites and headquarters. The PHD plays a key role in developing and maintaining the medical humanitarian identity and image of MSF-OCA, and in continuing to develop and improve intervention strategies to be relevant and effective.
The department is made up of a group of generalist Health Advisors (based in Amsterdam and Berlin) and medical and public health specialists (paediatrics, nutrition, water and sanitation, mental health, HIV/TB, etc.) who provide expert support in a range of fields. The Manson Unit, a medical unit based in MSF-UK, focuses mainly on support to tuberculosis and epidemiology.

Main objective

As Community-Based Care Implementer (CBCE), you will support MSF OCA country programs to deliver high-quality, community-based care by integrating person-centred approaches, health promotion, community engagement, and feedback mechanisms across all levels of care with the goal of improving quality of care. This position plays a key role in the transition MSF OCA is aiming from siloed technical support toward a more generalist, holistic implementer model that enables integrated field-level support across community-based programming.
You will contribute to this transition by strengthening existing activities and ensuring they are embedded within a cohesive quality-of-care strategy, fully aligned with the principles of primary health care. This means ensuring that community-based care is delivered in close coordination with primary health services, and that it meaningfully reflects the voices and priorities of patients, families, and communities.
The role involves regular country programs visits to support the implementation of Public Health Department policies and guidelines, as well as gathering field insights to inform continuous improvement. You will work closely with medical and operational teams to foster collaboration and improve the relevance, equity, and quality of care.
This position is part of the Health Programming team within the Public Health Department and reflects MSF OCA’s evolving vision to deliver more integrated, person-centred, and community-driven care in fragile and conflict-affected settings.
Responsibilities and activities
This role involves approximately 70% in country programs and 30% HQ based work and is embedded within the health programming team of the public health department. It requires close collaboration with project team, public health specialist, advisors, medical coordinators and community members and local stakeholder.
Support the field implementation of MSF OCA’s Public Health Department policies and guidelines related to community-based care, person-centred approaches, health promotion, and community engagement
Strengthen existing community-based care activities by ensuring services are delivered in an integrated, cohesive manner—aligned with the dimensions of quality of care and principles of primary health care
Contribute to the ongoing transition from siloed programming toward an integrated, multidisciplinary approach to community-based care
Provide expert guidance and sustained mentoring to field teams to ensure meaningful, context-adapted implementation of person-centred and community-based strategies
Ensure community priorities and feedback are meaningfully reflected in the design, delivery, and evaluation of services
Improve and adapt tools and methods for assessments, support implementation of structured improvement plans, and respond to operational needs with practical solutions
Collaborate across disciplines by participating in Medical Support Teams (MSTs), interdepartmental planning efforts, and joint operational-medical programming discussions
Facilitate monthly Community of Practice (CoP) sessions in both French and English, with a focus on strengthening implementation of community-based care and person-centred approaches across missions
Candidate profile
Education, qualification, and experience
Medical degree – nursing degree or paramedical degree in field of expertise or social science background (e.g., epidemiology, anthropology, international development)
Valid registration in your expert field
English and French (both on at least C1 level)
Minimum 3 years’ experience in your field of expertise, and MSF, plus experience with providing implementation support, facilitation training, teaching and coaching g within MSF or with similar organization
Broad knowledge and understating of public health and your areas of expertise
Experience in managing and implementation of community-based programs including health promotion, community engagement and person centre approaches
Commitment and passion for the goals of MSF
Capacities and skills
Excellent oral and written communication skills
Sensitive towards diverse cultural and professional backgrounds
Enthusiastic, motivated and independent; able to work with minimal supervision
Able to work under time pressure on various projects and deadlines at any given time
Innovative, able to lead and coach teams, and produce timely outputs
Demonstrated ability to work in multicultural and multidisciplinary teams
For this position you are requested to visit and support projects at short notice. 70% of time you will spend in the project countries.
We offer
- A full-time appointment (based on a 40-hours workweek (100%)) for one year with renewal option based on satisfactory performance appraisal. This is a permanent position
- A gross monthly salary between €4,875 and €6,711 a month depending on relevant work experience, based on a fulltime appointment
